Being part of a group brings even more help to the suffering.
When a disaster hits, volunteers from the local community will be first called upon.
After the area is deemed safe to reenter, community residents will be allowed to reenter. Then local volunteers who are engaged with recognized disaster response organizations. Then unaffiliated local volunteers who would like to become engaged with those organizations.
After volunteer housing is established, then out-of-area volunteers can be accommodated, to lend support to the response efforts.
